We are launching full-time operations of the container gate-in/gate-out reservation system using CONPASR at the Port of Tokyo! [User Guide Updated]

The Tokyo Metropolitan Government Bureau of Port and Harbor, Tokyo Port Terminal Corporation, the Tokyo Harbor Transportation Association, and the Kanto Regional Development Bureau of the Ministry of Land, Infrastructure, Transport and Tourism, with the cooperation of related stakeholders,
have been conducting trial operations of a container gate appointment system using CONPASR since FY2022.
Based on the results of these trial operations, continuous operation of the container gate appointment system using CONPASR will commence at Oi Terminals No. 1 and No. 2 from Wednesday, August 20, 2025.

Implementation Schedule
From Wednesday, August 20, 2025

Eligible Participants
Trucking companies wishing to participate in this program.
Membership in regional trucking associations is not required.

Details of the Operation
A penalty system will be introduced as part of the continuous operation. A flyer explaining the penalty system, as well as a user guide describing CONPAS operating procedures and key operational rules for trucking companies, has been published. Please review the operational rules in advance.
In particular, companies that have continuously participated since Phase 7 are requested to confirm that the vehicle information and PS card information registered in CONPAS are up to date.
