We will expand the continuous operation of container gate-out/gate-in reservation systems utilizing CONPASR at terminals in Tokyo Port [Oi No. 6 and No. 7 User's Guide Released]
The Tokyo Metropolitan Government Bureau of Port and Harbor, Tokyo Port Terminal Corporation, Japan Harbor Transportation Association, and the Kanto Regional Development Bureau of the Ministry of Land, Infrastructure, Transport and Tourism have been conducting trial operations of a container gate-out/gate-in reservation system utilizing CONPASR since FY2022, with the cooperation of all stakeholders.
Based on the results of these trial operations, we are pleased to announce that continuous operation of the CONPASR container gate-out/gate-in reservation system will commence at Oi Terminals 6 and 7 from Monday, March 9, 2026.

Participating Companies
Companies wishing to participate in this project. Membership in prefectural trucking associations in the Kanto region is not required.
Details of implementation content
A penalty system will be introduced for full-time operation. A user guide has been posted for land transport operators explaining how to use CONPAS and key operational rules. Please be sure to review the operational rules in advance.
In particular, for businesses continuing to use CONPAS from the 8th and 9th periods, please make sure that the vehicle information and PS card information registered in CONPAS is up to date.
